摘  要
以跨国公司在陕西人才战略发展为研究主线,对跨国公司在陕西人才战略的发展阶段进行定位,并运用比较优势理论,预测陕西人才战略性新兴产业的未来发展趋势。通过对人才聚集和人力资本存量结构理论的研究,分析陕西人才资源存量现状,并运用人才结构偏离度,结合陕西人才资源相关数据,对其战略性新兴产业的人才结构协调性进行研究。本文采用理论研究与实证研究相结合的规范研究方法,充分运用理论联系实际。另外,将定性分析和定量分析结合起来,运用人才结构偏离度公式,并结合相关数据,对陕西战略性新兴产业的人才结构偏离度进行了测算。

ABSTRACT
The to multinational corporations in Shaanxi talent development strategy as the main line, localization of multinational companies in the development stage of Shaanxi talent strategy, and the use of the theory of comparative advantage, forecasts the future development trend of Shaanxi talent emerging industries of strategic importance. Through the study of talent aggregation and the stock of human capital structure theory. Analysis of Shaanxi talent resources stock status, and the use of talent structure deviation degree, combined with the related data of Shaanxi talent resources, the strategic emerging industry talent structure coordination study. In this paper, theoretical research and empirical research are used to combine the normative research methods, and fully use the theory with practice. In addition, combining qualitative analysis and quantitative analysis, using the deviation formula of talent structure and combining with relevant data, the deviation degree of talent structure of strategic emerging industry in Shaanxi was calculated.
This paper studies the problem of talent development in Shaanxi from the strategic height. Thesis according to the current research situation of the domestic and foreign and Shaanxi talent development problem is put forward, on the basis of clarifying the reasons, the paper designs the problem oriented talent development strategy, put forward Shaanxi talent development system of strategic thinking and strategic countermeasures. This system is with the market orientation of talent development, to optimize the structure of talented people for the development of the main line, strengthen Shaanxi regional integrated development of human resources utilization, sound three regional talent cooperation development mechanism, optimization of Shaanxi talent environment, make Shaanxi talent stay, with good, strive to talent advantage transformation for the actual economic development advantage, make Shaanxi from the big province of talent transformation for talent Province, and further realize the grand strategic objective of the western province. The research to the real problem of Shaanxi talent development as the background, with the help of the large number of authoritative statistical data, through the helter skelter density on the conclusion. So the research results of this paper have certain practical value to the policy making of Shaanxi talent development.
