摘   要
自从我国打开了对外开放的大门,经济飞速发展,城镇化建设取得了质的飞跃,人民对住房的需求更多更大,以致使房价一涨再涨,极大的促进了房地产行业的发展。为我省房地产行业做出突出贡献的公司有很多,在相当长一段时间内,盛恒基集团占据着我省房地产行业的主流地位。盛恒基集团在财政事务方面需要一定程度上的改革,而且迫在眉睫,不容忽视。长远来看,人们对于住房的需要是呈缓冲下降趋势的,而公司对于房产建设的资金投入又过大,未成功出售的房屋量较高,而且在银行货币政策方面也存在相当大的危机。从盛恒基集团自身出发,也不难看出其从建设到建成再到售出是需要很长的时间的,并且对投入资金的保障工作也做的不到位,这使财政事务所面临的情况更加严峻。这种状态下,盛恒基集团就必须在财政事务方面有所改革、有所行动,从整改、治理和监督入手,最大可能的去减小财政事务方面存在的危险。本篇文章就从此入手,通过研究盛恒基集团的财务现状,进行归纳总结并给出意见和建议。首先,立足于现有的国际有关资料,运用财政事务管理知识,设身处地的探究盛恒基集团的财务情况,发现病根,找出根本原因,全盘考虑各个方面的问题,并科学的提出合理化建议,以促进盛恒基集团的健康发展。

Abstract
