摘 要
道路监控系统是公安交通指挥非常重要的组成部分,针对于现场情况有着非常直观的反映,是实施调度最有力的基本保障,监测地点和重点的检测范围的前端设备将视频图像以各种方式(光纤、专线等形式)可很快的传送到位,进而进行信息的存储、分析和发布,以至于方便交通指挥负责人员对交通违章、交通堵塞、交通事故及其它突发事件做出快速准确的判断和决断,根据这些我们可以实时调节我们监控的方法与策略。
在中国现代庞大的道路交通中,我们交通的参与者从几十万甚至到上百万之多。同样在我们日常生活中我们有着各式各样的交通方式,其中包括骑自行车,乘公交车(包括地铁和轻轨)、乘出租车或自己驾车。在这复杂的交通网中,道路上的情况瞬息万变。我们经常会遇到各种各样的交通安全问题,比如交通事故或意外事件造成的堵车。那么在日常生活中如何避免这些问题的发生呢?这成为我们很多人需要思考和解决的问题,这时我们研究出相应的道路交通监视器,通过这些监视器我们能够快速的探测到事故或事件并快速响应和处理,将会大大减少由此造成的堵车困扰。智能型道路交通监视器就是为此开发的,它使道路上的交通信息与交通相关信息尽量完整和实时,大大的提高了人们日常的生活水平,成为我们生活中必不可少的交通管理工具。

The role of contemporary road monitoring system
Abstract
Road monitoring system is an important part of public security command system, providing the most intuitive reflection in the scene, it is the basic guarantee of accurate scheduling,the front-end equipment of main places and monitoring points will send videos and images to the traffic command center in various ways (fiber, line, etc.) quickly and accurately .It can store process and distribute information to make command managers make quick, accurate judgments when someone violated the traffic rules or traffic jam, traffic accidents and other emergencies happened .Accordingly,We can adjust the system control parameters and the dispatching strategy in time.
In the modern China , traffic is huge, traffic participants from hundreds of thousands or even millions. Also , we have different kinds of traffic ways in our daily life, including ride a bike, take a bus (including subway and rail), take a taxi or drive. In this complex traffic network, situation on the road is always changing. We often encounter various traffic problems , such as traffic accidents or accidents caused by traffic jam. So how to avoid these problems in our daily life? This becomes a traffic monitor accordingly. By using these monitors we can quickly detect accidents or events and rapidly give some responses and treatment.Additionally,it will greatly reduce the traffic problems caused by traffic jam. Monitor is developed to solve this kind of problems, it makes the road traffic information and information related with traffic as complete and timely as possible.It greatly improves the level of people's everyday lives and becomes an essential traffic management tool in our life .
