我国信息技术行业发展二十世纪中后期,国际信息技术的迅猛发展,导致了一场前所未有的信息革命和全球信息化浪潮,其影响几乎遍及社会生活的各个方面,正极大地改变着人们的生产和生活方式,推动着人类走向新的文明.伴随着改革开放的不断深化,中国政府高瞻远瞩,迅速融入了全球信息化浪潮,并将"以信息化带动工业化"作为国家战略,力争通过大力推进信息化进程,发挥后发优势,实现生产力的跨越式发展。
综观国际国内信息化发展进程,网络技术领域的每一次革命,都催生和推动着全球的信息革命.中国时刻跟国际网络技术发展.1987年,从中国北京向世界发出了第一封电子邮件:飞越长城,走向世界.1990年,钱天白教授代表中国正式注册登记了中国的顶级域名CN,从此中国的网络有了自己的身份标识.CNNIC发布的第十四次《中国互联网发展状况统计报告》中显示,截止2005年6月30日,我国上网用户突破一亿,网民和宽带上网人数仅次于美国,位居世界第二。
但是,信息化发展的辉煌也使我们清楚地认识到,目前中国的网络技术水平与世界先进水平还存在一定差距,相对网络技术的快速发展和广泛应用,技术应用和技术管理人才培养工作相对滞后.信息产业发展需要大批技术应用性人才,为此信息产业部领导提出"人才兴业,人才强业"的方针.目前,信息产业的人才缺口主要表现在具有研发能力的高端人才和复合型的高级技术应用性人才两方面.其中的复合型高级技术应用性人才主要由中高等职业教育培养.而目前电子信息行业复合型高级技术应用性人才存在着"少,老,低,缺"的情况,信息产业部副部长苟仲文认为"如果说缺乏核心技术是我国信息产业的软肋,人才缺乏则是我国信息产业发展的硬伤".党的十六大提出了以信息化推动工业化,以工业化促进信息化的方针,社会信息化的程度将日趋提高,需要一大批既懂得计算机技术,又懂得经营管理的信息化人才.随着网络技术的发展,网络管理,网络安全,网络维护,网页制作,网络资源开发等方面的人才缺口将十分巨大。
在过去的5,6年中,随着网络技术的发展和网络应用的普及,使得现代社会网络无处不在.截止到2005年12月31日,我国的上网计算机总数已达4950万台,与上年同期相比,增加了790万台,增长率为19.0%,2000至2005年的复合增长率为40.9%;上网用户11100万,比上年增长18.09%,是1997年10月第一次调查结果29.9万台的371倍.可见,我国上网计算机总数呈现出高速的增长态势,网络在国民经济中的重要性日益突现。
