本论文的题目为：沈阳市***区C-1综合楼招标文件编制,本工程位于沈阳区**路以北，**路以东。
本工程为地上四层的综合性办公楼，框架形式，砌体墙结构，建筑控制高度为17.4m（室外地面至主体屋面），建筑总面积2626.6㎡，建筑基底面积656.6㎡，设计使用年限50年。屋面防水等级为二级，耐火等级为二级，抗震设防烈度为七度。
本工程为三类高层建筑，建筑分类为二类，结构设计使用年限为50年，抗震设防烈度为七度。
本论文主要内容包括了六个章节：投标须知及投标须知前附表、建设工程施工合同、工程建设标准、投标文件格式、招标控制价。为了及时建立投资建设项目的使用价值，保障投资建设项目获得最大投资效益，此工程采用公开招标，工程量清单综合单价招标的方式。为了便于投标人进行投标，在编制招标文件过程中已经特别注意将有关工程实际的工程概况，工程量清单项等内容编写详实，尽量细化了安全生产要求等以后可能会导致大的经济或责任纠纷的事项，为此次项目的工程造价提供了详细的依据。
