摘  要
由于人口老龄化超前于现代化，“未富先老”和“未备先老”的特征日益凸显。老年人面临诸多问题和困难，2012年全国约有2300万老年人属于贫困和低收入者。城镇老年人口的宜居环境问题十分突出，七成以上的城镇老年人口居住的老旧楼房无电梯，高龄、失能和患病老年人出行困难。2012年农村留守老年人已达5000万人。高龄、失能和患病老年人的照料护理问题，已经引起社会各界的普遍关注。目前养老机构发展存在着“双轨制”，破解养老机构发展的“双轨制”，促进养老机构的市场化发展是必然趋势。一方面，要大力发展民营民办养老机构，老年人需要的高质量低价格的养老服务有赖于充分的市场竞争。另一方面，要改革目前的公办养老机构。可以看出我国将来是以民办机构为主，公办机构辅助的方向发展。

Abstract
