网络公共事件的社会风险扩散及政府应对机制研究-以魏则西事件为例(硕士)(开题报告,论文36000字)
摘 要
互联网是人类社会最伟大的发明之一,并深刻影响着现实社会。互联网的普及与纵深发展,使公众在突发事件发生后通过网络表达意见、情绪与态度变得更加便捷和频繁,并使突发事件网络舆情也呈现常态化、扩大化和复杂化趋势。注重对突发事件网络舆情的分析、引导与监控,是当前党和政府一项非常重要的政治任务,具有重要现实意义。
公共事件容易引发网民围观与热议,形成热点网络舆情,成为网络公共事件。网络公共事件风险扩散对公共事件的发展、处置具有重要的影响,引导不当会影响公共事件的顺利解决。公共事件网络舆情、风险是如何传播的,政府如何应对网络公共事件这正是本文要要探讨的问题。
本文运用公共管理学、传播管理学等知识,以魏则西事件为例来分析网络公共事件风险扩散,并对政府如何应对突发事件网络风险进行研究。首先,在界定网络公共事件网络舆情的内涵及研究的理论基础后,分析网络公共事件风险传播过程,并紧密联系魏则西事件的网络舆情的演进过程,分析政府部门在应对这一事件过程中存在的问题。在此基础上,分析网络公共事件风险扩散的原因,进而提出提升政府应对网络公共事件的能力和策略。优化政府应对网络公共事件的能力应该从畅通网络信息发布渠道、提高网络监管的技术水平、完善网络立法监管、加强政府形象建设、构建和谐良善的网络生态五个方面着手。
