服务型政府视角下的电子政务建设研究(任务书,开题报告论文12000字)
摘要
传统的管制型政府严重制约社会进步，服务型政府成为当今世界发展的必然趋势。转变职能，提升效率，建设以公共服务为导向的服务型政府是我国政府的重要努力方向。在互联网时代，采用“互联网+公共服务”的电子政务将会在服务型政府建设中起到巨大作用。因此，如何推进电子政务的建设来促进服务型政府的建立将会是一个重要的课题。
本文基于我国政府的电子政务建设状况，从服务型政府的视角出发，运用文献研究法和理论联系实际法，总结我国电子政务建设中存在的问题并提出发展策略。第一章主要介绍了研究背景及意义，国内外研究现状，研究内容及方法等；第二章深入研究电子政务对建设服务型政府的影响，通过分析服务型政府和电子政务的内涵，探究电子政务的发展趋势以及搞好电子政务对建设服务型政府的好处；第三章总结了我国电子政务建设的现状，并分析归纳出我国服务型政府的电子政务建设中存在的问题，加快电子政务建设来提升政府的服务水平和效率；最后，根据前文研究的电子政务对服务型政府的影响以及我国的电子政务水平现状，分析出电子政务应以“服务导向型”为目标，建立一个公正透明、廉洁效率的服务型政府。
“服务导向型”的电子政务应该是我国政府的建设方向和努力所在。希望本文分析得出的电子政务发展对策能对我国服务型政府的构建和电子政务的建设有所帮助。

Abstract
The traditional control type government restricts the social progress seriously, and the service-oriented government becomes the inevitable trend of the world development nowadays. It is an important direction for our government to transform functions, improve efficiency and build a service-oriented government with public service. In the Internet age, the adoption of "Internet + Public Service" E-government will play a significant role in the construction of service-oriented government. Therefore, how to promote the construction of e-government to promote the establishment of a service-oriented government will be an important issue.
Based on the state of e-government construction in our country, from the perspective of service-oriented government, this paper sums up the problems existing in the construction of e-government and puts forward the development strategy by using the literature review method and the theory-practice method. The first chapter mainly introduces the research background and significance, domestic and foreign research status quo, research content and methods; The second chapter deeply studies the influence of e-government on the construction of service-oriented government, through the analysis of the connotation of service-oriented government and E-government, explores the development trend of e-government and the benefits of e-government to the construction of service-oriented government. The third chapter summarizes the current situation of e-government construction in China, it also analyzes and sums up the problems existing in the e-government construction of our service-oriented government, accelerates the construction of e-government to improve the service level and efficiency of the Government, and finally, according to the influence of e-government on service-oriented government and the status quo of e-government in China, It is analyzed that e-government should aim at "service-oriented" and establish a service-oriented government with fair, transparent and level efficiency.
The "service-oriented" e-government should be our government's construction direction and efforts. I hope that the analysis of the E-Government development strategy can be helpful to the construction of our service-oriented government and the building of e-government.
