我国公共卫生单位财务支出与绩效管理问题研究(硕士)(论文26600字)
摘 要
近些年来，我国的经济建设一直处于高速发展的状态，与此同时，公共卫生事业发展，作为经济发展中不可分割的一部分也逐渐被重视起来。公共卫生关系到人民的基本健康，是保障每个公民生命和健康的基础，积极稳健的发展公用卫生事业是一个国家经济飞速发展的前提。然而目前，虽然我国对公共卫生事业的重视程度在逐渐提高，但是不足之处也越发明显，医疗卫生的财政支出跟国外相比仍显不足，城乡差距过于明显导致农村医疗卫生发展缓慢等一系列问题变得越发严重以至于不可忽视,绩效管理作为刚引入公共卫生单位的新型管理方法是否适合中国现状以及发展状况也迫切需要研究。因此，对公共卫生单位的财务状况以及目前的绩效管理中存在的问题进行研究，发现并解决问题是一项迫在眉睫的工作。
本文主要以文献法、比较法为主，通过2013年的《中国卫生统计年鉴》等我国公共卫生事业发展的详细统计，分析相关数据，并且进行国内与世界范围内、我国东部中部和西部、我国城乡之间这三个方面发展情况的对比，试图对研究较为稀少的公共卫生领域进行全方面有效的分析。另一方面试图去解释说明目前创新型管理办法：绩效管理在我国公共卫生单位的发展和应用，展现这一领域在国内的情况以及发展规划。然后本文从结构、公平性、效率性、绩效问题几个方面对我国公共卫生发展的现状进行分析，得出了目前我国公共卫生事业的发展前景不容乐观，有很多发展的难题需要去解决的结论，并且详细说明了产生这些问题的原因。最后，对公共卫生单位目前存在的问题以及分析出来的原因针对性的提出一些有效、可靠、并且可以操作实施的一些对策和建议。

ABSTRACT
In recent years, China's economic construction has been in a state of rapid development. Meanwhile, the development of public health as an integral part of economic development is gradually being taken seriously. Public health related to the basic health of the people, it is the foundation of every citizen to protect the life and health. It is a prerequisite for rapid economic development of a country to develop public health with a positive and stable method.However, although our emphasis on public health is gradually improving, the deficiency is also become more obvious. Medical and health expenditure in comparison with foreign countries is still insufficient. A series of problems, such as urban-rural gap is too obvious cause slow development of rural health become more and more serious so that they can not be ignored. A new management approach-Performance management is a newly introduced public health units. It is urgent need to study whether adapt to China's national conditions and the development in China. Therefore, research the financial situation of public health units and the current performance management problems, find and solve problems become an urgent work.
This article mainly use the method of research literature and make comparison. Try to analyze the relevant data by the “China health statistical yearbook” and some other statistics of public health development in China.Make a comparison between domestic and worldwide, the Western Eastern Central Region of our country, urban and rural areas these three parts. Attempts to analysis the public health area which our country still don’t have enough research across-the-board and effectively. On the other hand, this article try to present an explanation of innovative management approach: Performance Management, decide its application and development in public health area.Then this article make an analysis of present situation of the development of our country’s public health development from the structure, equity, efficiency, performance problem these aspects, obtain the conclusion that at present, the prospects for the development of public health in China is not optimistic, there still have a series of problems with respect to the development of public health, then make a detailed description of the causes of these problems. Finally, in view of the above situation, put forward some targeted, operability and effectiveness of some countermeasures and suggestions for the problems and their causes in public health units.
