随着医疗行业体制改革的不断深入,医疗行业的整体竞争程度正在不断提升,传统的公立医院所面对的竞争环境已经发生了巨大的变化,在越发激烈的市场竞争中如何获得立足机会成为公立医院需要思考的问题。在此背景下,战略管理作为一种被实践所证明有效的提升组织核心竞争力的管理工具,获得了众多医院管理者的青睐,众多医院纷纷开始或者准备开始实施战略管理,希望借此来实现自身核心竞争力的不断提升,从而在激烈的市场竞争中树立持久竞争优势。
本文从作者所属医院的实际出发,分析了大连市中心医院面临的总体、行业、竞争等外部环境,以及医院的优劣势,对医院的发展战略进行了分析和选择,并制定了保障战略实施的措施。在研究分析方法上运用了SWOT分析法。本文通过对相关理论的界定,如核心竞争力、医院核心竞争力,并分析其核心竞争力的特征,并立足公立医院发展现实,从医疗服务宏观市场发展现状出发,并以此为基础对大连中心医院核心竞争力的建设进行了深入的探讨,以期能够给相关领域以合理的指导策略。
本文共分为四个部分。第一部分介绍了医院的概况;第二部分对医院所处的战略环境进行了分析;第三部分制定了医院发展战略目标及战略方案;第四部分提出了战略实施的相应的保障措施。

ABSTRACT
With the deepening of reform the healthcare industry, medical industry are constantly upgrading the overall level of competition, the traditional public hospitals are facing competitive environment has undergone tremendous changes, how to establish a sustainable competitive advantage is constantly test of the public hospital mangers administrative wisdom. In this context, the strategic management which has been provide as a effective administrative tool to enhance the core competitiveness of company has obtain the favor of many hospital administrators. Many hospitals have started or are ready to start the implementation of strategic management, hoping to achieve their own continuously improving of core competitiveness, to establish sustainable competitive advantage in the health market.
This article analyzes the overall environment, industry environment, competition environment and our strength and weakness which DaLian Municipal Hosptial faces, formulates hospital development strategy, and gives the measures which ensure the implementation of the strategy. About study and analysis methods, SWOT analysis method has been used.
Based on theoretical analysis, the concept of hospital core competence is redefined, combined with the needs of hospitals development in medical service market, the connotation is also clearly definition, and the characteristics is summarized. Meanwhile, on the basis of all above, this paper has carried on a thorough discussion about the construction of Dalian Municipal Centre Hosptial core competence.
This thesis consists of four parts. The first part introduces the hospital’s background situation. The second part analyses the strategic environment in this field. The third part formulates proper strategic objectives and the specific plan. And the fourth part layouts some specific measures ensuring a smooth going of the new strategic strategy.
