A Research on the Administration of the Flowing Population in Wuhan City
摘 要
当社会主义经济社会处于迅猛发展之中，大量农民选择转移到城市中就业，从而加快城市化进程的脚步。这一庞大的流动人口群体，已成为一支我国经济发展不可或缺的重要力量。大量的流动人口的到来是一把双刃剑，既为城市发展带来巨大贡献，又为城市管理工作带来挑战。现阶段，流动人口管理模式已难以适应流动人口的发展趋势，为适应社会的发展，必须不断创新流动人口管理体制，从而处理好现阶段的流动人口管理问题。因此，如何创新流动人口管理体制，成为各级政府关注的焦点。对于流动人口管理问题深入研究，将有利于保障人民群众的切身利益，有利于推进我国城市化进程，有利于提升城市管理效能，有利于维护社会的公平正义，有利于促进社会的和谐稳定。针对这方面的问题，本文从整理有关概念、理论着手，介绍了国内外在人口管理方面的优秀经验。与此同时，还解析了国内流动人口的管理模式，从中得出了一些启示。继而描述了武汉市的流动人口的整体状况、面临的困难，以及管理服务工作的发展与成果，在此基础上，重点分析了武汉市流动人口管理工作的现状以及存在的问题，并结合武汉市的实际情况，总结提炼出具有针对性的建议。当前，武汉市流动人口遇到如下问题：工作生活环境恶劣、合法权益难以保障、基本公共服务分配不均、归属感较弱等。流动人口管理工作中存在的问题有:管理理念落后、管理体制机制不完善、政策法规滞后、管理的社会参与度低、基础保障相对薄弱等。针对这些问题，笔者以为相关部门可以围绕转变服务观念、健全服务体系、引进社会组织、加强政策法规建设，适当加大投入等方面积极开展工作，不断提升综合管理服务水平。

Abstract
With the deepening of the reform and opening up, the speeding up of urbanization, more and more rural surplus labor is transferred to the floating population employment in cities and towns, become a indispensable important force in China's economic and social development. Groups of the floating population management and service effect, inevitably affect the social management efficiency, ultimately affect the city, and even the whole of urban and rural social and economic development. At present, the simple management pattern already can not adapt to the new situation of the development of the floating population, new requirements, accelerate the innovation of social management, to strengthen the floating population management system reform, solve the problem of floating population management and services, has become the focus of governments at all levels to be solved problem. For the further study of the floating population management, will be conducive to the advancement of urbanization in our country, to safeguard the vital interests of the masses, is helpful to improve the management efficiency of the city and is beneficial to safeguard social fairness and justice, to maintain social harmony and stability.
Aiming at this problem, this text set about from the relevant concepts, theories, this paper introduces the excellent experience in population management both at home and abroad and the general management of the floating population model, get some revelation from the comparison. Then describes the overall situation of the floating population of wuhan city, facing the difficulties, and the development of the management and service work and achievement, on this basis, analyzed the current situation of the management of the floating population in wuhan city and existing problems, and combined with the actual situation of wuhan city, summary extracted with pertinence and practical significance of the floating population management service innovation Suggestions.
The author believes that the main problems facing the floating population in wuhan city are: work life conditions, the legitimate rights and interests is difficult to guarantee, uneven distribution of basic public services, such as weak sense of belonging. Problems are existing in the management of floating population, backward management concept, management system and mechanism is not perfect, policies and regulations lag, the management of social participation is low, basic safeguard relatively weak and so on. To solve these problems, the author thought that relevant departments can revolve around changing the service idea, perfect service system, the introduction of social organization, to strengthen the construction of policies and regulations, properly increasing investment, etc, work actively, enhance comprehensive management service level.
