加强公共文化服务体系建设，是党中央从中国特色社会主义总体布局出发提出的一项重大战略任务，是全面建成小康社会的内在要求。农村公共文化服务体系建设是新农村建设的重要内容，是农业现代化的重要支撑。2015年1月，中共中央办公厅、国务院办公厅印发了《关于加快构建现代公共文化服务体系的意见》，提出要按照全面建成小康社会的总体要求，加快构建具有中国特色的现代公共文化服务体系。将文化建设与农民群众的利益紧密结合起来，对于培育良好文明乡风，推动城乡一体化进程有着重要的作用。
近年来，山东农村公共文化服务体系建设取得了显著成就，公共文化基础设施和服务网络日趋完善，公共文化服务能力和水平稳步提升，农民群众的精神文化生活愈益丰富多彩。但是，距离基本建成公共文化服务体系的目标要求，农村公共文化服务体系建设仍然存在一些亟待解决的问题，特别是一些经济发展比较落后的农村地区，文化基础设施仍然比较薄弱，公共文化产品供给严重不足，农民群众文化生活还很匮乏。系统总结山东农村公共文化服务体系建设已经取得的成绩，剖析尚存在的问题及原因，对于进一步推进农村公共文化服务体系建设、实现全面建成小康社会的奋斗目标无疑具有重要的意义。

The Research on Rural Public Cultural Service System of Shandong Province
Abstract
To strengthen the construction of public cultural service system, is the central party committee from the overall layout of socialism with Chinese characteristics put forward a major strategic task, is the inherent requirement to build a well-off society in an all-round way. Built from the basic system of public cultural services, however, the goal request, the rural public culture service system construction still exist some problems to be solved, in particular, some relatively backward economic development of rural areas, cultural infrastructure is still relatively weak, a serious shortage of public cultural products supply, peasants lack of fundamental cultural life. Summarize shandong rural public cultural service system construction has achieved, analyze the existing problems and reasons, to further promote the rural public cultural service system construction, realize the objective of a struggle to build a well-off society in an all-round way has the vital significance.
