税务局网上申报系统的设计与实现(硕士)(论文25000字)
摘要
电子商务、电子政务作为最重要的Internet应用,也向浪潮一样涌向整个世界,给传统管理模式及经济模式带来了巨大的变革,同时也带来了无穷的机遇。各国政府都不甘落后,电子纳税系统已在美国、英国、新加坡、中国台湾地区、中国香港特别行政区等成功运行,在部分省市如山东、福建、天津、广东等也已开始运行,电子纳税必将成为税收征管和税务服务的一种重要形式。
本文中的网上申报纳税是指利用电子方式,通过Internet实现税收征收管理,完成电子申报、电子缴税业务,并对纳税人提供相关的电子化税务服务。实行网上申报不仅推进了国家电子政务的建设,也积累了信息化建设的经验。网上申报的推广在税收征管工作中有着积极的意义,是全面提高纳税申报质量的有效途径。本文在分析了税务局网上申报系统功能需求的基础上,设计并实现了税务局网上申报系统。通过用例、逻辑、组件等视图分析系统设计的架构,分别针对相应模块进行设计、实现。在全部申报系统设计过程中,根据J2EE架构及层次化设计的理念,使设计出来的税务局网上申报系统在整体架构上及局部复杂业务模型中均得到比较低的耦合性。最后部署了一个税务局网上申报系统的应用环境,实验结果表明,该系统达到了设计要求。
税务局实施电子申报和网上服务是适应社会主义市场经济发展,深化税收征管改革的需要,是全面落实国家税务总局关于信息管税要求的有益实践,在信息化条件下加强税源管理,以信息系统为依托,以涉税信息工作流为核心,建立健全信息化、专业化、立体化的税源管理体系,实现信息采集、利用和税源监控的纵向互动、横向联动,有针对性地采取相应的服务与管理措施,堵塞征管漏洞,防止税收流失。所以,开展电子申报和网上服务具有重要作用和意义。

ABSTRACT
E-commerce, e-government as the most important Internet applications, as well as the tide to the whole world, to the traditional management model and economic model has brought tremendous changes, but also brings endless opportunities. Governments are not far behind, the electronic tax system has been in the United States, Britain, Singapore, China Taiwan region, China Hongkong Special Administrative Region and other successful operation, in some provinces and cities such as Shandong, Fujian, Tianjin, Guangdong and other countries have begun to start electronic tax will become an important form of tax levy and tax services.
The online declaration tax in this article refers to use of electronic means, through the Internet to achieve tax collection and management, complete the electronic declaration, electronic tax business, and to provide taxpayers with electronic tax services. Declaration on net, not only to promote the construction of e-government, but also accumulated experience in the construction of information. The promotion of online declaration has positive significance in the tax collection and administration work, and it is an effective way to improve the quality of tax payment. On the basis of analyzing the functional requirements of the tax bureau, the paper designs and implements the online declaration system of the tax bureau. The architecture of the system is designed by use case, logic, component and so on. In the whole system design process, according to the J2EE architecture and hierarchical design concept, the design of the tax bureau online declaration system in the overall architecture and local complex business model are relatively low coupling. Finally, the application environment of a tax bureau online declaration system is deployed. The experimental results show that the system has reached the design requirements.
Tax bureau of the implementation of electronic declaration and online service is adapted to the development of the socialist market economy, to need of deepening the reform of tax collection and management, is to comprehensively implement the State Administration of taxation a beneficial practice of tax information, under the condition of information to strengthen the tax source management, on information system based on, to tax related information workflow as the core, establish and improve the tax source management system of informatization, specialization and three-dimensional, implementation of the information collection, use and monitoring of tax sources of interaction with the longitudinal, horizontal linkage, have in order to take the corresponding measures for the service and management, blocking collection loopholes, to prevent the loss of tax revenue. So, to carry out electronic reporting and online services have important role and significance.
