国外先进安全管理体系在化工企业的应用研究(论文35000字)
摘 要
化工企业具备风险危害性高、类型多样化、化工工艺复杂以及生产连续性等特点。从国内安全管理体系研究现状以及近几年发生的化工安全事故入手，可以知道我国的安全管理理论研究明显落后于实践，安全管理仍处于事后处理、定性管理阶段，普遍存在着安全管理组织架构不完善、安全管理制度不完善等问题。国内化工企业虽然在积极引进国外安全管理体系，但是引进效果却不合理想。因此，更需要深入剖析国外的安全管理体系的管理理念，总结国内化工企业引进的国外安全管理体系在实践中不适应的原因，结合国内化工企业在安全管理方面的实践情况，对安全管理体系的引进提出建议。
本文主要是通过学习国外先进安全管理体系运用的成功经验，尝试对安全管理体系进行组织架构并且建设适合企业自身的安全管理制度体系，主要加强化工企业在安全教育培训、全员激励、设备质量保证、承包商管理、安全监察、应急管理等几个方面的安全管理。

Abstract
Chemical enterprises are characterized by high risk and harmfulness, diversified types, complex chemical processes and continuous production. From the domestic research status and safety management system and chemical safety accidents happened in recent years, and you can know our theoretical research obviously lag behind the practice of safety management, safety management is still in the post-processing, qualitative management phase, there safety management organizational structure is not perfect, the safety management system is imperfect and so on. Although domestic chemical enterprises are actively introducing foreign safety management system, the introduction effect is not ideal. This article mainly through learning the successful experience of foreign advanced safety management system using, try to organizational structure and construction safety management system suitable for enterprise security management system, mainly to strengthen the safety education and training, employee motivation, equipment, quality assurance, contractor management, security monitoring, emergency management, and other aspects of security management.
